Submit Your Written Views to Parliament
Under the 90-day public consultation, every Zimbabwean has the right to submit written views on CAB3 to the Clerk of Parliament. Deadline: 17 May 2026.
How to Submit
Write your submission. You can use simple language — legal jargon is not required. State that you oppose CAB3 and explain why. Mention Section 328 and the requirement for a referendum.

Email to: clerk@parlzim.gov.zw — Include your full name and National ID number for authenticity.

RE: OBJECTION TO THE CONSTITUTION OF ZIMBABWE AMENDMENT (NO. 3) BILL, 2026
Dear Sir/Madam,
I, [YOUR FULL NAME], National ID [YOUR ID NUMBER], a citizen of Zimbabwe resident in [YOUR PROVINCE/CITY], write to register my strongest objection to the Constitution of Zimbabwe Amendment (No. 3) Bill, 2026.
I oppose this Bill on the following grounds:
1. The abolition of direct presidential elections violates the fundamental democratic right of every citizen to choose their head of state through universal suffrage.
2. The extension of terms from 5 to 7 years constitutes a term-limit amendment under Section 328(1) of the Constitution. Under Section 328(7), this amendment cannot benefit any person who held office before the amendment — including the current President.
3. Under Section 328(9), any amendment to Section 328's protections requires a national referendum. Parliament alone cannot lawfully pass this Bill.
4. The dissolution of the Zimbabwe Gender Commission and the National Peace and Reconciliation Commission removes critical institutions for human rights and national healing.
I respectfully submit that this Bill is unconstitutional and call upon Parliament to reject it in its entirety, or to subject it to a national referendum as required by Section 328(9) of the Constitution.
